Richard Carmouche, Developer - Carmouche Construction Co.
As owner and president of Carmouche Construction Co., Mr. Carmouche has been actively involved in the acquisition, development and construction of commercial and residential property since 1982. His custom homes, which range in price from $1.5 million to $250,000 can be found in almost every exclusive residential community in the Baton Rouge area.

His land development projects include Woodgate Crossing, One Oak Square Office Park, Jefferson Highlands, LaSalle Parc, The Province at Moss Side, Lakeshore Gardens, Jefferson Place 5th Filing, Siegen-Highland Office Park, and Oaks on the Bluff.
Steven J. Oubre, Town Planner - Architects Southwest
Mr. Oubre has practiced architecture since 1976, co-founding Architects Southwest in 1980. The firm specializes in the new urbanist development of "green field" and "in fill" places, cultural architecture, as well as educational and campus planning, with work throughout the Gulf South. Steven holds a Bachelor of Architecture degree from the University of Louisiana at Lafayette where he has served as an adjunct professor. Mr. Oubre has also served as a visiting critic for various groups and organizations, lecturing frequently on design and urban design. He helped pioneer the new urbanist movement in Louisiana beginning in 1994 with the new urbanist project, The Village of Ile de Canne, in association with Andres Duany and Elizabeth Plater Zyberk. As a member of the Congress for the New Urbanism, Oubre has studied and worked during the nineties on creating spaces that re-address the art of building for people. Currently Steven’s planning focus is comprised of several New Urbanist projects, most notably The Village of River Ranch and Olde Town at MillCreek, both in Lafayette, Louisiana.
The Kleinpeter Family
The Kleinpeter family established Willow Grove Plantation through a Spanish Land Grant six-generations ago. Although crop production varied through the years from indigo and cotton to present day beef cattle production, the one constant has been the building of family traditions, character and great memories.

In it's final planting through the development of The Settlement At Willow Grove, we hope that each new family that settles here will bring their own traditions to the land we have enjoyed for generations. We, as a family, wholeheartedly support the new beginning of this Traditional Neighborhood Development and look forward to experiencing even greater times on the farm.
